Committe to hold hearing today on Council President's Children and Youth Fund bill
WHAT: City Council President Bernard C. “Jack” Young and members of the Judiciary and Legislative Investigations Committee will hold a hearing today at 5 p.m., on a proposal to invest $31 million of new funding in programs benefiting children in Baltimore.
Young’s Children and Youth Investment Act is a charter amendment modeled after successful initiatives in Oakland, Miami and San Francisco. The legislation would invest in Baltimore’s children by doing the following:
- Earmark three percent of the city’s budget – an amount currently equal to $31 million – to be placed annually in a non-lapsing fund.
- Establish a framework for assessing the needs of Baltimore’s youth population.
- Outline the types of programs eligible for funding, spell out the limits of the usage of dollars, and collect data on programs that receive awards.
Council President Young introduced the bill in September.
